How to report a residency program director for:

My wife is a third year pediatric resident at a university hospital. Last year we had our first child and due to complications my wife had to take maternity leave.
The program director is having her make up the time stating it is a requirement. Ok I can understand this.
Since the baby's birth and my wife's return to work, the director of the program has sent rude, inappropriate emails siting my wife is unprofessional for taking the leave. This behavior continues by over scheduling my wive violating the 80hrs/ week, the 24 hrs off after a 34hr call shift, and the required one full day off in a a7 day period. All these violations are being addressed by the director as professionalism. Shrugging off any questions regarding this scheduling as, " we'll I will have to document your lack of professionalism if you don't work.
Most recently sending my wife an email stating there are those who are concerned about my wife's ability to function in a high volume setting. This is very strange since every evaluation my wife has received from every rotation has been exemplary. In this same email the director is adding a new so called requirement just for my wife, to work an extra night clinic schedule in addition to the already overloaded one she has. This is seaming to be more and more like harassment.
What can we do about this?
Please help.
