applied in June for August 2013 entry?

Hi all,
I'm an MS4 at SGU, but I'm posting a question for a relative of mine. if you applied in May/June, is that too late for August 2013 entry? What does it mean if you apply, and 3 months later still no invite to interview? Also you have to apply for certain terms, right? Like you would have to start a whole new application for Jan 2014 entry?

If I remember correctly I got my invite to interview within 4 weeks, and I believe a decision was made another 4 weeks after my interview but obviously things change.
