Just want to let folks out there now that it can be done. I graduated from Ross in 2011 and matched into EM. All of my 3rd and 4th year rotations were either ACGME or AOA accredited and I did not resort to using the family medicine umbrella for any rotations.
I received my Texas license this past Friday after two months of filing the application and getting some of their questions answered.
It can be done and you don't need to be board certified before applying towards Texas licensure if you do the above with an AOA or ACGME residency under you belt.
