Personal Statement for residency with J1 visa

I wonder why no one is discussing this...

When someone applies to J1 visa programs, how do they describe their long term medical career goals in Personal statement?
Do they have to state that they are planning to return to home country? (2 year residency requirement)?

Would a J1 program PD be more interested in those applicants who were planning to honor the conditions of J1 visa, including 2 year return home requirement? Or am I over thinking?

So the question is: if I apply to J1 visa program, do I have to show in my PS and in my interview that I am planning to finish their training and go back?
