Ny approval regarding st eustatius

Hey Guys I have a question regarding the NY approval. I understand the St Eustatius is not NY approved. DOes that mean that I cannot do RESIDENCY in NY or does that mean that I cannot do CLINICAL ROTATIONS IN NY but still be able to match in a hospital for residency in NY.
